    I did once consider making each scroll being created in a specific language. Dragonborn tend to write theirs in draconic, if your elf wizard can't read draconic then they can't use the scroll but the dragonborn barbarian might be able to.

    No, you're correct about 5e (unless they removed this option in 2024). Identify is the quick way of determining magical properties, otherwise you learn them with a short rest.

    The rules for this hasn't changed, it's still based on the individual classes. If one of your classes is a 4th level wizard they are still limited to 2nd level spells in their spellbooks, even if they have 3 levels of arcane trickster which grants them the spell slots of a 5th level spellcaster.
