    This is a good idea, but unfortunately I used it in the previous adventure of this campaign where the PCs were liberating spellcasters who had displeased the Usurper from a "prison" where everyone was petrified (it was actually a Geomancy node inhabited by petrifying monsters).

    The hoard was made to draw Tiamat into the world. I think it is more interesting to see how the PCs employ that, rather than curate a bunch of items purpose built for the PCs and their quest.
