    Crossbows with a decent amount of punch take time to reload. Historically, you got a higher rate of fire out of conventional bows, but better armor penetration out of your crossbows.

    Player familiarity with the characters and a table culture that encourages "Know what you're doing before it's your turn, and have your dice ready. Possibly even roll before the DM calls on you." Some of my players can take 10 seconds to complete a turn. Others take 3 minutes.

    I saw it used once (someone showed up with a pre-made character including the spell and a few others from books I don't allow). It was very meh. I think the main use was the charm function, which they used via yelling through a door to get the troll to stop blocking them.

    Yeah, if you get rid of full plate you nerf armored Str characters. Chitin or ankylosaurus shell might be an option, too.
