    They can but not usually while PCs are inside them. Maybe creatures move around. On the other hand there was a great little Dungeon Adventure featuring leveled Goblin Barbarians for 3e - quite novel for the time - that featured an earthquake half way through that did change the dungeon.     Interesting Sage advice as well thanks for sharing. If readying a magic item spell doesn’t even expend charges or require concentration that further undermines the balance argument and all the more reason to take a less permissive around the ambiguity.
