My guess. PDK is a background, with some bonus for befriending dragons. Possibly a feat and epic boons along with it. Banneret does not have dragons. Just a support-focused fighter subclass.

AI can read hundreds of thousands of comments and give a summary for very cheap. It is no longer expensive or difficult.

"Dragon Rider" would be better for Dragon Lance. Forgotten Realms already has their fighter order, with lore. It just needs to be balanced (i.e. improved).

At level 15, I wouldn't consider 3d8 damage to be much of anything. But removing an action is always useful.

There are already a few different Int based fighter subclasses. Having a single Cha based one is fine. Also, need a good bit more than a heal to be a true warlord.

You could definitely move Inspiring Surge to 7 (gant 1 attack or cantrip when you action surge). Bulwark to 10 (all allies affected by the same effect can reroll with +Cha bonus). And you got room for more at higher levels. Maybe even Conjure Dragon? Scaling mass healing word.
