Isn’t this exactly what they did for Ravenloft, only in reverse order? With Curse of Strahd being the adventure/campaign and Van Ritchtens guide to Ravenloft being the setting book with a short adventure.

I'm a bit embarrassed to ask, but I've never understood the difference between modularity and optional rules. Wouldn't things like gritty healing rules be a module, or say Piety in Theros?

The beauty of 5E is that there’s so many ways to tailor a character to your needs as you level up. And if all else fails, there’s always the old fashion way of hiring NPCs.

The previous starter sets for 5E would still be fine for introducing new people that were thinking of picking up the revised rules (Or who had already done so).
