One of the things I always thought was weird about Dark Sun is how it's a desert setting named after the merciless sun beating down, and yet pretty much everyone looks very WASPy, with maybe a tan if they're lucky. The survival adaptions that lead to everyone having higher stats apparently...

But Mexico isn't part of the TIR convention, so it does not apply to goods going from Canada to Mexico. In North America, only Canada and the USA are signatories, which means the only use of it I can see is for goods traveling from Alaska to the lower 48 or vice versa.

TIR is for going from nation A through nations B, C, D, and E and deliver the goods to nation F without getting the authorities in B, C, D, and E involved. When you're just going from A to B without crossing any other nations (e.g. Canada to the USA and vice versa), it doesn't come into play...

Note that Dark Sun, as settings go, is really small. This is the approximate size of the original DS box set map superimposed on a map of the FR Sword Coast: The revised map is significantly larger, but still not quite the size of the region that has had FR fans complaining the last few years...
