Right. The game is weirdly reluctant to allow, say, a Die-Up of damage (say, a 1d8 to a 1d10) but then suddenly happy to give out an item that does a bonus 2d6 on EVERY ATTACK.

That's great stuff. Ultimately, I would prefer to keep things simple, but I'm not sure how possible it will be to get the kind of thing that I want to see without it being a bit... involved. It's why it's taken me so long to get to this - I would rather "Houserule" as little things as possible...
