I’d still have levels. Abilities would be locked behind levels. For example take all Druid rogue and ranger 1st level abilities and put them in a list. You can buy them as you please. When you spend 1000xp, you unlock 2nd level abilities, get your extra hit dice and all the other goodies...

I think an xp cost for abilities would give more options. Basic classes and each class has a pool (or buffet) of abilities to choose from that you can buy with earned xp. For items it’s always harder to determine. A dm being too generous can break the math of the game. Another option items...
