I'm a bit dubious that they wanted to override the general rule about dex saves in this instance, but of course it is a possibility. In any event, as I prefer a con save to end the effect, that's what I will personally go with.

Yes, sounds accurate. I've personally never cared too much about both races (orcs and half-orcs) and I've always seen them as rather similar. I know that orcs are quite popular, so no complaints about their inclusion in the PHB. Plenty of other choices to pick from...
