There are I think 7 Cultists statblocks. Along with various things like Raiders, Toughs, Bandits and various other things. Like there is a fairly powerful Bandit mage.

apparently these statblocks work well for traditional Drow. Fey Ancestry and some Lolth’s Sting poison sells it well.

They were created to be flesh eating fish that were in environments piranhas don't go anywhere near. Like saltwater Quippers, and cold water Quippers exist. As opposed to the piranhas which are basically exclusive to some rivers and lakes in South America. No clue why they decided to rename them.

There are explicitly 2 CR 24 monsters. The Red and Gold Ancients. AlphaStream miscounted probably. This guy counted everything. The reason there were 2 more monsters by type is because the Empyreans are both fiends and celestials.
