Sometimes it is good to temporarily unblock someone just so you can remember why you did it to begin with. Sometimes it is good to temporarily unblock someone because they turn out to either be not as bad you remembered, or maybe they matured some in the intervening time (or you have).

Other question, are milestones always level ups or are they ever just XP awards that might not be enough to level?
