Culture should be associated with species because the latter created the former over a period of time. It's the social contract that members of that species created thru consensus to determine amongst themselves as to what was right and what was wrong, what traditions they were going to develop...

Maybe you should take a look at Level Up's Destiny feature? It provides the PCs a reason to leave behind their homes, their friends and their jobs to undertake an adventure well outside their comfort zone.
