    That’s why a militia needs magical training. Even a small group of 10 sending a simultaneous magic missile volley will ruin an attacker’s day. Unless, of course, that attacker has the shield spell. Or is the Tarrasque.

    Those warrants might exist, but I don’t think the relevant governmental agencies (SWORD or the FBI, probably?) currently have the means to enforce them. They probably are keeping an eye on her, though.

    They did a good job of it with 4e Essentials. A few weaker feats became obsolete, but everything else could play together fine. And the class design philosophy of Essentials was very different from that of early 4e.

    The averaging, by the way, would keep the swinginess down in two ways: First, by reducing the impact of outlier scores, but also by keeping the overall total lower (to about a third), which means low scorers can remain competitively within reach of the higher scorers over the long run.

    Another important consideration: The judges will almost certainly be scoring the previous week’s entries while the next is ongoing, so a public ranking will not be available at the start of each week. Mid-week might be a reasonable target, though. If the field isn’t too large.
