    Unless an effect considers movement, or it moves itself, then I would consider it anchored at a fixed point. Otherwise, a special effort would need to be taken to broaden the scope ala bag of holding (movable extra dimensional space), or anchoring an effect to an item.

    Uncanny dodge halves the damage and then the spell effect of can't use a reaction kicks in. But 5E is really basic and suffers when it comes to order of precedence for actions, or action economy. At that point it is up to the table.

    I always saw it as the medium where martial and caster classes played nice together, before casters moved ahead. This is probably more important for 5E classes that do not gain their main abilities until 3rd level versus those that have flexibility from the start, e.g. wizard or cleric.

    If I enjoy a product and want more of it then I don't see glut as a problem. I would imagine as long as the company continues to make a profit, then a glut is good. So it comes down to an individual choice of a purchaser as to how simple you want the game to be, and the DM is focus of that argument.
