    I'd never let the PCs make this sort of item themselves. Discover it, or reassemble it, sure - it's an awesome one-of-a-kind piece of work. Duplication weakens the effect. (Perhaps I'm saying it should be an artifact. Depends on what you do with magic item creation in your campaign.)
