The Witcher by R. Talsorian, just feel the system does not do the game justice but that could be game design focus. Would have like to see it in a variation of a WFRP system.

InkWell Ideas also may have "deck" to help out with a city. As far as Cities, I liked Bluffside and WFRP Middenheim but you can use real world cities, a hack to get some craziness is to use two or three city maps and lay them one on top of the other.

I don't think there is one single game or a game we can provide that will satisfy your needs, you are going to have to go with best fit and house rules. Mine is Zweihander with the world the The Witcher video game.

As the GM I take my players out to dinner/beer and discuss where the game could improve and what direction they would like to see it going or if we need a break and change the ruleset we are playing.

It bothers me because it is so little information, I mean they paint themselves "black". It would be better to say they 'wear a mask of a dark beast/demon to instill fear as assassins". So little detail and failure in 'world building'.
