    My thoughts: have the players do the work for you and tell you how they got together, it can make for some fun (if farfetched) plot hooks. Players do not have to be part of the rebellion they just have to work with them. The Empire basically forces people to go against them.

    I would put it as Skill, or such based off a characters Wisdom. There is a degree of failure or success with it and as such characters would roll to see how they are impacted. I guess alignment can provide modifiers to rolls.
