4e had some good ideas, really liked at will powers, {note i liked 4e the least of all editions}

I would say sure why not, there is series detailing a kender in the planescape/Realms settings - Finders Bane/Fistandantilus Reborn\Tymoras-Luck (lost gods series); entertaining books imho.

for arcane casters I always gave the free two spells when they reached a new spell level, and they would have to find/acquire/trade for the rest. worked fine for us. I occasionally had them find spells books or scrolls, once in awhile they could find a traveling wizard selling spells in his book...

Official 5e, there is nothing i'm aware of.; 3.x had incorporated a lot of this, you could look to some of those sources. There was libre mortis, and epic level handbook from what i remember, i'm sure there are lots more. Bottom line is, if the DM and players are enjoying it(we found the appeal...
