    I would start by making the actual seawolf, and then simply applying the lycanthropic template to it and a base humanoid. Also, I would make the seawolf a magical beast as most animal hybrids seem to belong to that category.

    You need to read the intoroduction again, and I quote: So, it stacks, in general, if it is not a non-stacking feat, it stacks. :] No random sliver tables, but I probably will post what an average hive consists of. Also, there are only two truely epic slivers (the queen and the overlord).

    Technically it would be possible to create a type of sliver that grants such an ability. But since those feats are not OGL there ain't a chance in Hades that I will do one. Roofles! And now perhaps people will understand why a swarm of slivers are an epic challenge... :]

    Yes. It is in the PHB, Toughness is one of the few feats that stacks with itself. Mostly because all it does is add 3 hp... Of course, the designers didn't think of slivers, did they? :]

    I have all but four slivers (well five, but that is only because I lost the Mindwhips in an unfortunate accident involving tea). But I use http://gatherer.wizards.com/ as a referrence. I should get finished with the worker slivers soon, then it is on to the specialists...

    Then I suggest you exchange the dragons regular breathweapon to that of the Shadow Dragon. Thus a great wyrm dracolich would inflict 8 negative levels (half on a successfull reflex save).
