the feat you're looking for already exists in Planar Handbook. Nonverbal spell [General] you can cast spells that have verbal components without actually verbalizing the words.

i really like the RoD variant (sidebar on p. 150). demi-human races are underpowered anyway.

i really like nifft's little beasts but i'd like to throw in my 2 cents if you don't mind. imho, scout 3/ranger 2 with swift hunter [CS] would be more effective for Rick. ranger's animal companion is near useless against dragon and longstrider is clearly outshined by scout's permanent speed...

consider earthbind and suppress breath weapon spells from Draconomicon. dragonhunter and dragonfoe lines of feats from the same source. bane bows, nets, mancatcher [CW] will also be handy for low-level dragon hunters.

swordwraith from fiend folio is a good choice for an undead fighter.

dodge is a prereq for combat medic too. i'm not sure if sudden extend is a good choice for the build tho.

what if i want to make a functional wereboar PC? what i get using MM rules is a steaming pile of crap. 1 lvl wereboar fighter is ECL 7. he is a real disgrace for his level. any variant rules for lycanthropes out there?

no. charging doesn't provoke AoOs by itself. movement out of the threatened square does, though. if you need a textual support, open your PHB at page 141 and look at the table.
