Yes, I can definitely see them with a lot of individuality. That may be because of the way that Pathfinder 1e viewed gnomes, which gave a lot more latitude to their character development.

In point of fact, "Redthistle" was the family name of a gnome I played in a Pathfinder campaign, one of my favorite PCs in 4 decades of role playing. Quokgol Redthistle was a multi-class rogue/sorcerer. He was a serious individual, not a jokester. So, yeah, maybe even a thief.
