I would never go after the characters weaknesses for no other reason than that I have the power to do so and to try to force a balanced build on them. However, the character's enemies, when intelligent and cunning enough to do so, would happily focus on any flaws that they could manage to ascertain.

You took the words right out of my mouth. This sort of game is what Savage Worlds was made for. SW is great for small or middle scale unit tactics, especially for modern or sci fi settings.

I use savage worlds for my current modern games, and it is wonderful. It fails your compatibility test with D&D though. To answer your question, I'm relatively certain that a system that matches your description closely isnt currently out there (depending on how you gauge "closely"). True 20 is...

I'm pleased with the fact they are releasing a new iteration of the D20 game, but I've long since converted from D20 to Savage Worlds. I still use my D20 material as reference material, and will buy the new book regardless of whether I will go back to D20 for Star Wars or stay with Savage Worlds.

I really like Yggsburgh from what I've read of it. It has a ton of nice plot hooks and bits o' adventure in it. I have yet to run it (but I plan on it when I can), so I don't have any actual playtest opinions but it gave my imagination a real workout, which is always welcome for this...

Other: I've been a time or three and am not adverse to going there if I felt I could get a better answer there. I have limited time for message boards and gaming so I choose fora that are a bit more diverse in their gaming focus, not just WOTC products.

Sorry to hear that, man. This will actually be my first GenCon ever, and I am stoked about it, though I will be flinging myself around willy nilly since I didnt sign up for any events.

We play D&D, SWD20, D20 Modern (with some GT and SC2 thrown in), C&C, and WFRP2. I hope to get a game of True20 going again soon, but currently we have nothing going with that system.

Et tu, TB? WFRP is for EVERYONE to love and enjoy. :] Ok ok, maybe not, and from what I've seen of Harnmaster, this TB is right. You will probably find it more appealing than D&D.

I tend to stand when I GM, I can see the tact tiles better that way and the players tend to pay closer attention.

I think spell compendium was a great idea. Other than that a Magic Item compendium might be cool but I wouldnt spend my money on feat or PrC compendia.
