    I think that you need to take into account magic items. At level 6, 11, 26, etc. magic items get a bonus over its previous levels. That bonus has to spill into the monetary side of the game, and this is how they do it. Also you should never question the economy in D&D. It just leads to pain.

    heavy thrown

    You can use heavy thrown weapons, you just dont use STR when using ranger powers. It doesnt make much sense for a ranger using Nimble Strike to be using STR. As a matter of fact it would probably be best to use heavy thrown weapons since they have a higher damage die.

    Essentially what it will come down to is how important you want the skill challenge to be. If you want it to be just as important as the encounter such that if they succeed in the skill challenge they would get the same rewards, you can do that and there are rules for it.

    Rogues only get prof with hand crossbows and they have plenty of powers that would benefit by being able to use a longbow or shortbow. The powers dont work with bows.

    1 and 3 are exactly whats in the DMG. If you want to have a hard DC give two successes, go ahead. Personally I like how they have it the DMG where a hard DC is for using a suboptimal skill.
