Regarding Periapts of Wisdom, Headbands of Intellect, and Cloaks of Charisma

Yes. I am not sure how quickly they are granted though, you probably need to rest for 8 hours before getting the slots. But you will get the bonus slot.

    Infinite damage at level 1

What's wrong with simply adding a stipulation that it may only be activated once during your turn? That's the funny thing about turn-based combat. It may only last 6 seconds, but it is still long enough for a person to fall 15ft infinite times. ;)

    templates to decrease power levels?

An alternative could be to access the monster's savage progression, then simply take a sub-advanced version. For example, SS breaks down the shadow into a 10-lv class progression. If you want a cr1 version, you would simply take the first 3 lvs, resulting in a 2-HD variant with 1str damage...

    Time Stop

Time stop can be used by the npc wizard to quickly divide the party. Timestop, then forcecage the fighter, summon a grappler next to the wizard (and note that certain monsters like hezrou qualify for the mage-slayer feat, which you can grant via heroics+imbue summoning), a wall or 2 to further...

    Huge flying two headed minotaur

Huge by itself probably won't be enough to merit a cr increase, so I suppose that's fine.

Does chess involve attack rolls and saving throws? ;)

What do your parents (currently) think of D&D?

My folks actually have a fairly good impression of dnd. When I was younger (10+), I used to tell them how I would use some difficult word in my english homework which I had found in dnd books, such as penultimate or castigation (I was a fan of forgotten realms back then, less so now), and they...

    Please define 'swingy'

Doesn't mean he should do it. This solution just stinks, IMO. If you are going to let the optimized player have as good a chance of hitting as the non-optimized player, might as well tell him up front so he can take another feat instead which would actually do something for him.

    Please define 'swingy'

To be fair, these spells all have fairly long durations. At higher lvs (~10+), wizards can easily keep them up all day, especially with extend spell, so there is little reason not to cast them at the start of each adventuring day. It is actually quite efficient for the slot expended. They also...

    Overcomin the SR of Psuedonaturals...

Yeah, use spells which ignore sr.

    Please define 'swingy'

Another example of swinginess would involve all those 3e monsters with nothing but SoD abilities, such as the medusa, mindflayer or bodak. I have no idea how encounters with these sort of monsters can end well. Against the medusa, everyone is just going to shut their eyes and suck up a 50% miss...

The Bane of the 3ed DM: Monster Advancement, Class Levels, and Prep Time

    1) First, get the basic stats ready. Initiative: +13 (+4dex+5nerveskitter+4IA) HP: 110 (3d8+13d4+48+16IT) Bab+9 (+3race+6wizard) Dr=28 Saves Fort: +8 (+1race+4wizard+3con) Reflex: +11 (+3race+4wizard+4dex) Will: +15 (+3race+8wizard+4cha) Stats (use elite array - str8, dex13, con14, int15...

Seeking HELP to build a sneak attack character

I would scrap the skulk, it has racial HD, which means your rogue loses out on a lot of skill points. It is also ECL3 (2 racial HD+1LA). I would probably go for a rogue/swashbuckler build with daring outlaw. Almost full bab and full SA progression. Race is likely human, though tiefling would...

Good action for my Evil High Priest? (a bit long)

You may wish to consider the beholder variant here, which trades away the myriad of SoDs it gets (the designer admits they can be unsatisfying to play). Design & Development: Monster Makeover: The Beholder

Good action for my Evil High Priest? (a bit long)

Unless the PC is large, in which case the beholder hovers directly over, qaudru-sects him and nails him with all 10 (3 per quadrant). ;)

Do Demon Lords/Dukes of Hell grant spells to worshippers as gods do?

In Forgotten realms, you had to worship a god to receive divine spells. Though provisions were later made for druids (who could simply choose to revere nature itself) and clerics of dead gods (requiring you to waste a feat). Not so sure about other settings. Otherwise, I suppose the...

Do Demon Lords/Dukes of Hell grant spells to worshippers as gods do?

No. So clerics would have to worship ideals related to them in order to get divine spells. Some plot hook. ;) Some demon lords are no less powerful than gods though.

    Is there a social obligation?

If I am the strongest PC in the party, why can't it be the rest of the players who should optimize and rebuild their characters? You can't roleplay if you are dead, and it is not the most beautifully roleplayed PC which defeats the big bad dragon, but hard cold stats. I find it interesting...

    Sword Sage - Insightful Strike

You will realize that while the swordsage may hog the limelight from time to time, he will never dominate the party thanks to his crappy recovery system (which leaves him unable to spam his favoured combos). Swordsage is as balanced as it gets. Maybe too balanced, IMO. ;)

    Is there a social obligation?

I think the more important thing would be to ensure that everyone's PC is more or less the same power-wise compared to the rest of the party. This way, the DM will find it easier to design a campaign without worrying if it will be too difficult or easy for any of the players. Though I would...
