    I liked the way they redesigned the way monsters worked in 4e. At least higher lv foes aren't just large+ spellcasters pretending to wear armour and wield weapons. Though this only works because PCs no longer have as many options at their disposal. :p

    Lv3: haste, slow. Fun for the whole party and unfun for all the foes. Plus, slow continues to be useful even at higher lvs (when heightened) since many enemies continue to have poor will saves, and there are no known immunities to it.

    I would focus on its sleep breath weapon. Maybe give it ability focus and perhaps heighten breath. The key is to crank up its DC high enough to affect at least 1-2 foes (to justify being able to use it only 1/encounter). Perhaps shape breath to make it easier to aim. Try to boost its con as well.

    You can use summons to tank for you. I have heard of other people claiming that their malconvoker wizards made better tanks than fighters could ever be (for example, they could summon huge centipedes to grapple the foes or wolves to trip).

    Duelward (5th lv spell, spell compendium) lets you counterspell as an immediate action. Probably one of the few times counterspelling is worth it.

    It's a weapon property in Underdark. On a crit, the weapon extracts the enemy's brain, killing him unless he makes a fort21 save. Certain creature types are immune. Essentially a vorpal variant. :)

    Calculating Epic Monster CR?

    If you are looking for guidelines to calculate your own monster's cr, then you are out of luck. Your best bet is to compare its stats to existing monsters and ad-hoc it from there. Perhaps you can post your creation here and let us take a look? :)
