    What are the rules for?

Isn't this circular? It's liable to come up so it's liable to need rules so it's liable to come up? Also, I reject the idea that 'things that are liable to come up' need specific rules.

    What are the rules for?

I don't know what 'if it (specific weights for warhorses) is liable to come up' means. In which type of game is this likely to come up? And to require specific rules?

    What are the rules for?

Caring about the weight of warhorses is a very niche type of RPG

    What are the rules for?

You'd expect it to have a listed weight for warhorses and a bespoke lifting things subsystem?

    What are the rules for?

Why are these the only two options? This all assumes a very narrow, specific type of RPG. I don't care even slightly how much a warhorse weighs.

    What are the rules for?

None of which does anything at all outside the permission of the GM. Fluff text is not a resolution procedure.

Rolemaster is great! I love Rolemaster and I agree with you. BUT there are some occasional parts (XP, potential stats, the versions that average three stats to determine the stat bonus) where the simulationism has taken priority over the playability. A very small part of a fantastic whole, though.

    What are the rules for?

But isn't the impact of non-rule lore significantly gated by the GM?

This doesn't work because it means most roleplayers 'play' on most days of their lives. Read a book = played Painted a model = played Chatted about our game at the pub = played Posted on ENWorld = played Thought about my character on the bus = played It also leaves no obvious way to...

So when the OP says 'play is paramount' your interpretation is that it means 'every part of the hobby is paramount'?

    Play Is Paramount: Discuss

If 'play' includes chargen and GM prep then the OP becomes meaningless. So no, I don't think these things are 'play'. Did you play D&D yesterday soviet? "Yes, by which I mean I sat alone and read a book". Nonsense.

    Play Is Paramount: Discuss

Yeah. A lot of RPGs do a very bad job of explaining how you play, why you play (what's fun about it?), and why the rules are the way they are (use this lever when you want to have X happen, use this one for Y).

I'm pretty sure I agree with the OP, but it's so vague I'm not really sure what I agreeing with. What is this positioned against? I imagine that people who do hundreds of hours of solo worldbuilding, for example, will say that it adds depth to the game and therefore adds to the experience of play.
