I have a player that is a monk and wants to cross class as a wizard. His basis for this si so he can use touch base spells to increase damage on his unarmed strikes. Anyone run into this before?

How are these given?? I had an old DM give a cleric spells that his "God" let him cast... but it doesnt say anywere in the PHB or DMG. What do people usually do? I know a wizard gets 2 spells per lvl, and also can scribe them into his SB, but what about the other arcane casters as well?

Can i alow a Palidin cross class to a prestige class (Hunter of the Dead), and still lvl up as a palidin?? Thoughts??
