I think this guy is twisting a few rules but not sure. He says he has contacted Wizard about this before. so here is what's going on.
He has a 1/2 ELF LEVEL 1 MONK and just made LEVEL 2 but instead takes the LEVEL as a MULTI class of SORCERER then choices the origin or Draconic to get the base...
