I don’t think I understand your question or what my post has to do with agency.

Ultimately, “that is how we play/ed it and it works/ed for us” is the best answer seems like the best answer I can expect about a lot of topics on these boards.

My feeling is, if you don’t want the possibility of that kind of story (where the fiction of the pact matters) don’t play a warlock. At least, that is what I’d say to anyone wanting to play one in a campaign I was running.

I will have to say however that both my groups tend to short rest as much as possible, so having fewer HD to work with matters to the table style.

They’d get to choose which they spend. I see no issue with that. They are still giving that up for other potential magical uses (many magical items in my games grant additional powers via spending HD*) or regaining HPs. I personally enforce a lower HD replenish before bigger HD do house rule...

Honestly when I have done similar effects, I have the player/creature roll the hit die sacrificed and that is the bonus or penalty (or the result to look at on a chart).

I am in agreement. There are plenty of 3PP products if you don’t feel like making it up your self and plenty of room to make it up yourself if you are so inclined. No RPG can actually deliver every aspect that every player might want as part of the core rules and it seems silly to think...
