I think you should go with +2 as well. DR can make your +1 weapon almost useless. You can get improved critical for your rapier (lev 9 feat) if you know your character will be sticking with the rapier.

No, regular shields do not grant bonus against touch attacks. However, shield the spell and tower shields do because they provide "cover" like bonus to AC. The ghost touch enchantment will also work against incorporeal creatures, which is a touch attack.
