I've more or less done this in my campaign but found that players focus on one thing and forget the old thing. They are also generally happy to follow clues toward places so you want to be careful of overloading too many options that seem really similar.

I like that! I think emphasizing the cults, some sense of their actions and then discovering the rivarly between them is the way to make it sing.

I signed up for a legacy narrative horror viking themed miniature featured boardgame called "Hel". The whole company spectacularly imploded. Major disappointment as the minis looked neat but looking back I probably would never have played it.
