    frankthedm, your right, against shocking grasp someone would get +3 to hit. But you are wrong for lightning bolts. That sort of misc bonus only comes up under specific spell descriptions. Otherwise you are simply making up rules as you go along and that leads to a bad game.

    Under the spell storing description in the DMG it gives several examples of spells that work that are not "Targeted" like a magic missile or a charm person is targeted. It clearly allows touch spells. My DM and I as a DM have ruled that this also means ranged touch spells.
