I am starting a 4rth ed controler wizard and i need some help with the selection of his equipment.Any advice will be helpfull

If i play an eladrin Wizard of the spiral tower and have a longsword to use as impliment do i gain the benefits of weapon proficiency and the Eladrin solder feat when i use my powers? Or those apply only to basic attacks?

In a paragon path adventure a wizard can abuse a bit the Ray of frost with feats like Burning blizzard,Wintertouched and Lasting frost so you can deal a good amount of dmg and slow a target.Also powers like blur and stoneskin help alot agains ranged attacks.In heroic lvls a wizard probaly will...
