Maybe. Double check the spells you have to confirm whether they are prepared or just known/castable. Assuming that at least one of those is actually prepared, then you've indeed missed nothing - the spell scroll rules do (as they did in 5e14) result in characters being able to scribe scrolls...

The real problem here isn't with the synergistic effect, but with how bad both hypothetical classes are. If a single feature from one class added to another class makes said other class so much better than either class on their own to the point that it's a problem, your classes are too weak.

Magen seem like they'd be good here, especially the Galvan Magen, which has a 60 ft x 5ft recharge nonmagical lightning AoE and flight.

Conjure Minor Elementals should have used Spirit Shroud's scaling (+1 die per two levels), or at most standard scaling (+1 die per level).

There's so many ways to make Conjure Minor Elemental -> multiple attacks happen on just a single turn that it's just sad.
