I've created a second version, based on this and some other comments. It sacrifices the thematic identity of domains to be a bit more... elegant is the best word I can come up with. Take a look at it and see what you think -- it's underneath the V1 in the original link.

The intent was only cleric spells, and only evocation / abjuration. I fixed the text up a bit -- a lot of copy & paste errors. I did add the domain spells, but that felt like a good way to add the 'flavor' of different gods in.

You mention a spell save vs a spell, but what save is it supposed to be? Also, you shouldn't say 'go look up another item', you should copy the text over & edit to fit instead of forcing DMs to edition crawl.

Actually, I think it fits exactly with how Warlocks, Fighters, and Monks are designed. It's almost like the game was designed around 2 short rests a day, with 6 fights.

That does not match my experience; sounds like you tend to have groups with a lot of combat optimization going for them, and need to up your hard fights a few percentages to rebalance to compensate. A medium fight that doesn't consume any resources is just... unusual.

If you leave one of the keeps / temples / undertemples (say, to take a rest) they're supposed to restaff in your absence. You're more-or-less forced to take the entire place on a single long rest -- and even short rests aren't guaranteed.
