I have been avidly reading the Iron Lore previews, and I must say that tokens sound like the way to do this. Of course we still have to find out exactly how these work for all different classes, but you might come up with a rule that lets people gain a tactical token for each round they fight...

The feat Dead Aim gives you a +2 on your next ranged attack if you spend a full round aiming, as far as I'm concerned it's a no-brainer for snipers. Its prerequisites are Far Shot and wis 13+.
