    Monsters/NPCs do not have a Base to Hit bonus, nor do they add attribute bonuses. A monster's "to hit" bonus is always its level. The cultists are +1 to hit with all attacks. Marie Laveau, as a 5th-level NPC, would be +5 to attacks. It keeps things simple.
