I like the idea of levels in language use instead of a single point and you know it inside out. However, maybe you could stretch it across more than 5 lvls if you put a sort of prerequisite to it, I.E. Stomp the half-orc barbarian with an INT of 8 can't learn the finer points of elvish language...
