+1 At-Will power and Ritual Caster options

Shouldn't this be in the 4E Rules or Houserules Forum?

Yes, it should. Lotta 4E stuff in general these days.

As for the question, no, having an extra at-will would not overpower any class, but making ritual caster harder is probably not a good idea unless you want to limit options.

I agree with above posts that adding an at-will to every class won't benefit the game much. However, I've recently been considering offering the option of paying a feat for an additional at-will.
This would particularly benefit my parties' wizard, who currently only has Thunderwave and Magic Missile. This choice of at-wills limits his ability to operate as an effective controller, and I feel that having an AOE at-will would combat some of the grind I've felt we have experienced lately.

Does anyone know if the houserule icon in the Character Builder allows you to add an additional power from the list, instead of just creating another not-as-useful power card?

I think it'd be fine to give everyone an extra at-will, or let an extra at-will from your primary (not multi) class be taken with a feat.

I also think it'd be fine to change the human benefit to an extra level 1 encounter power (that they can then swap out as normal for encounter powers for their class) or at-will

You can add extra powers in the character builder just fine.

Also, any class that only has 2 power options should _really_ see more work until it has about 6 or so :)

I've been thinking of the idea of having characters get an extra at will at paragon level. Or through a feat. And I think in both cases, there should be a special exception allowing Humans to get 2 extra at wills.

As for allowing any character to take Ritual Caster as a feat. I think that having training in Arcane gives them a bit of magical ability even if they don't normally have some. Since some of the skill checks for Arcane are described as, "redirecting the flow of magical energy". They may have the study of magic down just by having that skill, but lacking the natural/applied talent to use magic in a quick and flashy manner.

Taking ritual casting will just mean they can do more with that knowledge and do significant effects, but are in no means naturally good at using magic.

How about three at-wills for non-humans and five at-wills for humans?

That would make humans feel special. (Also, I never saw a human ranger: rangers never needed the versatility of a human, so they always took a race which boosted their abilities in my games.)

That's what I thought as well. I reported it for a move to that forum this morning, but nothing happened. I dunno.
I think there were some reports on data base problems from the mods so they don't do this at the moment, and rather close and reopen such threads. This thread might already have too many posts to make this a good idea.

What I do about rituals is that I require a character to be trained in the skill of the ritual in order to use it. That creates some nice synergies between class skills and allowed rituals. As written, you don't need to be trained in the key skill of a ritual in order to use it, and since many rituals work more or less the same as long as you roll 10+, many can be used unskilled.

About At-Wills... That is a harder call. I agree some classes (Fighters, Wizards) could sue a greater selection, while others (Rangers, Clerics, Swordmages) would have a hard time finding viable choices. If I increased the number of dailies, I think I would do it by class rather than across the board. Maybe let Wizards apply their spellbook feature to At-Wills?
