+1 Shocking Holy Longbow Creator?

Hi all,

Am I interpreting the rules correctly that a +1 Shocking Holy Longbow (being an equivalent of a +4 weapon) can be created by a 12th level Wizard or higher?

One of my players believes that the additional abilities do not add to the requirements (aside from their specific requirements).

Caster Level for Weapons: The caster level of a weapon with a special ability is given in the item description. For an item with only an enhancement bonus and no other abilities, the caster level is three times the enhancement bonus. If an item has both an enhancement bonus and a special ability, the higher of the two caster level requirements must be met.

It's not "a +4 weapon", it's a +1 weapon with two special abilities.

Holy is CL7, Shocking is CL8, and +1 is CL3. So an 8th level wizard can make that weapon.

Assuming you buy into the "caster level is a requirement" thing (and let's not pollute the thread with that debate - it's been done to death elsewhere), Hypersmurf is mostly right. What he's missing is the spell requirement: a holy weapon needs the holy smite spell. Thus, a 7th level cleric with the Good domain needs to be involved somehow. He can't do it himself though, because shock requires either call lightning (Drd3) or lightning bolt (Wiz/Sor 3) - though there may be a non-core domain that hands out one of these spells (I think there's a Storm domain in the FRCS that ought to have one of them - but I'm not sure there are any FR gods giving both Storm and Good).

The Storm domain does give call lightning. FR dieties that have both Good and Storm as possible domains:
Aerdrie Faenya (Elven pantheon)
Anhur (Mulhorandi pantheon)
Isis (Mulhorandi pantheon)
Of course, you don't have to make the item yourself. A cleric with the Good domain and a wizard with lightning bolt could create the item working together, as long as one of them had Craft Magic Arms & Armor.
