D&D (2024) 13 Attacks a Round the Most You Can Get?

"How many targets can you hit with an AOE spell" is a completely different question from "how many attacks can you do". Conjure Volley isn't even a single attack roll, it's a saving throw. Also Action Surge doesn't let you do Conjure Volley twice since it is a magic action.

There is so much wrong with this answer even before the obvious issue that no DM ever puts 2048 pixies in a perfect cylinder for you to AOE
What? Your DM doesn't make you fight a pixie barbarian horde? 😜

2014 ranger hunter had

Volley. You can use your action to make a ranged attack against any number of creatures within 10 feet of a point you can see within your weapon’s range. You must have ammunition for each target, as normal, and you make a separate attack roll for each target.

Which could be action surged.

But yea, it required packed pixies. Not a normal thing. And gone in 2024.

And is not gone.

22k. The pixie barbarian horde has a cute bear totem, naturally. The pixies gather honey for it!
This random encounter happens in the Hundred Acre Woods. :ROFLMAO:

If attacks from creatures you control count (it probably shouldn't), then wraithmaxing is a strategy:
  1. Somehow get True Polymorph'd into an Atropal.
  2. Use its Summon Wraith ability every round it is available until you have as many wraiths as desired.
  3. Command your wraith army/horde/swarm to attack.

Not just packed pixies, you would need to pack a lot of ammo.

I was talking about 2014s Hunter Rangers Volley attack, since that was what the other person was talking about. Which obviously doesn't matter in 2024 since it is gone now
