I dig it. Totally impossible for any normal mook to just live with his leg blown off. I mean, what kind of normal guy survives getting shot by REAL ULTIMATE POWER guns? Guns are deadly - WAY more deadly than getting stabbed with a puny little greatsword. And wounds are anomalies anyway - albeit not possible ones with this setup, but WHO CARES! I think you've totally captured the power and grandeur and REAL ULTIMATE POWER of firearms.

I think your real issue is with the hit point system, not with underpowered guns. 2d6 damage is pretty huge when everyone is at first level.

Edit: Actually, guns are pretty scary at any low level. I'm playing a Char/Ded in a military game here and I'm terrified of getting hit, what with my 9 hp.

See that? Step away from the issue for a moment and it all becomes clear. 10d10 hp per level and up all CON bonuses by a factor of at least 10 and all is well.

I've noticed that guns are nearly useless in D20 Modern. I mean, what's a guy with a pistol going to do against a Strong/Soldier with Weapon Focus, Weapon Specialization, Melee Smash 3, Power Attack, Cleave, Combat Reflexes and a Str 19??? They're going to die, of course, quickly and messily, and there's nothing they can do about it because their pistol is basically worthless. 2d6?? Gimme a break. Real weapons are totally more lethal.

Strong/Soldier with Weapon Focus, Weapon Specialization, Point Blank Shot, Double Tap, Far Shot and a Dex 19 and use a desert eagle (2d8). Not to mention the fact that the pistol weilding gunfreak can hurt you all the way your running up to him.
My money is on the pistol wielding gun freak...

My main problem with the rules is the damage you get from being hit by a car, that hurts you know... ;-)
