No need to go into complex mathematical operations, just use the encounter rules. An elite monster is worth 2 PC, so a level 23 monster count as 46 levels of encounter, so it needs 46 level 1 PC to make a good challenge

You're scaling wrong. Six level 1 PCs should be able to take on approximately 600XP worth of monsters to be a fair fight. It would be 107 level 1 PCs to be equal to the elite level 23 monster. The experience points equal 10,700. That's your target number.
