As far as this feat is concerned, I'd replace it with the feat spellcasting prodigy, that counters the -2 penalty for some races handily and has to be taken at first level as well.

You must play an unusual campaign, or at least one with amateur players. Charisma is most often the first dump stat, and Constitutution is almost always the first or second highest stat.

I would not call my players, most with 10 years AD&D and D&D under their belts, amateurs.

There are a couple of reasons for this state of affairs. First, IMC social situations are very important and form the larger part of any game session (If they don't my players will complain).
A low charisma means that people react less favorably to that PC than to other PCs. Many players don't want to play a less charismatic PC compared to the rest of the party either.

Many players also prefer the dexterous fighter to the strength fighter for stylish reasons, making strength less favored. (Although in my campaigns, where combat often takes place when no one is wearing armor or heavy weapons, it is only smart as well not to build a heavy weapon wielding tank.)
