Yep. Races of the Dragon, page 98: Dragon Breath. The feat makes the half-dragon's breath weapon usable every 1d4 rounds, rather than 1/day.

IIRC, taking the Half-Dragon Paragon class also allows you to use it an additional time.

Half dragon paragon allows you to use it 3/day but no more than once per 1d4 rounds.
