2 Epic Level Questions

Ok, in Epic Levels:

1) Base attack bonus halts from level 20 for purposes of determining number of attacks per round right?

Does a Monks unarmed attacks halt also? (since they have 2 charts - 1 for BAB and 1 for Unarmed attacks). My assumption is that Unarmed Attacks are the same thing as BAB and in fact do stop gaining multiple attacks.

2) Does template levels count as determining when you hit level 20 and you stop gaining multiple attacks? This is important for example if I play a MONK and I take a half-celestial template - i would be celestial template (3) and monk (17) when I reach 20 and therefore would never gain the 5th attack monks get at the last few levels - I would only have 4 attacks.

Make sense?

As near as I can tell, yes and no respectively. templates give you a level adjustment it doesnt affect BAB Feat aquisition or anything like that. Edit: the way I see it you would just get to 20th level when everyone else was 23

Regarding question 2, the template doesn't force your level advancements into epic advancements, but your ECL is used to determine when you can take epic feats as your normal once-every-three-levels feats.

(Note: This may be different for some races, now that Savage Species divides ECLs into "levels" and "LA", but celestial is all "LA".)

So, a 17th level celestial (+3 ECL) monk would become an 18th level monk when going up a level, and would gain the pre-epic benefits for being an 18th level monk. However, the character is now able to take a feat (for being 18th level), and since the character is ECL 21, the character may select an epic feat.
 

I forgot about that ECL thing...it doesnt affect when you get feats but it does count for passing 20th level to get epic feats. Thanks for reminding me of that SM

Epic Level Handbook, pg 25, the bottom cut-off. It describes monsters as epic level characters, which explains exactly which part of epic progression takes place when, relative to level adjustments (and the later responses in this thread are correct, as best I can tell).
