2 items of fortification

Can you have both a shield of light fort (for example) and armor of light fort and both work as normal? I'm thinking yes and we'll have to roll twice for each crit/sneak attack.

Just not 100% sure this is sort of like stacking effects where the strongest one would work.

Because it isn't?

Because of what is stated regarding stacking items with the same bonus?

Because it is cheesy and will lead to silliness with regards to player purchases (why pay for a +3 enhancement, when you can purchase two +1 for the same effect)?

Or you could roll once with a 43.75% chance instead (with two items of Light fortification)

81.25% chance with one item of Light fortification, plus one of moderate fortication.
93.75% chance with two items of moderate fortification.

By RAW, I thought they overlapped too.
