In general, I would have a hard time with a player who was taking 1 level of every class - you'd have to have a really good background to justify it, and I would doubt that one would be able to justify it in game without tripping my 'BS' alarm.

That said, I'm with Wizardru - no way is that character going to be very effective.

I'd say abuse. I've been DMing a Fighter/Rogue/Ranger/Holy Liberator/Order of the Bow Initiate/Templar, and, frankly, it was silly. The character was way past the power level of any other PC, immune to most things and could kill pretty much anything solo.
Your experience is representative only of characters using overpowered PrCls (Templar) and probably tactics (archery, in 3.0), though; not all such characters will be built so efficiently.
