The temple must fit within an unoccupied cube of space, up to 120 feet on each side." It's "up to 120 feet on each side", so he could have a small temple inside the courtyard of the (mostly irrevelant) mighty fortress. By wishing it every day for a year, he can get a permanent temple, which gets destroyed each time someone casts desintegrate at it.</p></blockquote><p></p>
